Users and residents committees

Users’ and residents’ committees ensure that users and residents of long-term care centers (CHSLDs) are treated with respect for their dignity and recognition of their rights and freedoms. They are one of the most important representatives of users and residents towards the CIUSSS’s governing bodies.

The respect for users’ rights, the quality of services, and client satisfaction are the basis that guides their actions. Members of users’ and patients’ committees have a particular concern for the most vulnerable clients and work to promote the improvement of living conditions for the housed individuals.

The eight users’ committees in the Saguenay–Lac-Saint-Jean territory are active in ensuring the quality of care and services. In each long-term care center and in the two youth center residences, a resident committee monitors the quality of the living environment. With the creation of the CIUSSS in 2015, a new users’ committee, the CIUSSS of Saguenay–Lac-Saint-Jean Users’ Committee (CUCI), was established. It is composed of representatives from each of the users’ and residents’ committees. It has a role of coordination, representation and harmonization.

Functions of the users’ committees

  • Inform users about their rights and obligations.
  • Promote the improvement of users’ living conditions and evaluate the degree of user satisfaction with the services received from the establishment.
  • Defend the collective rights and interests of users or, at a user’s request, their rights and interests as a user with the establishment or any competent authority.
  • Accompany an assist, upon request, a user in any process they undertake, including when they wish to file a complaint.
  • Ensure, if applicable, the proper functioning of each residents’ committees and ensure that they have the resources necessary to carry out their functions.
  • Evaluation, if applicable, the effectiveness of measures implemented in according with the provisions of the law.

Residents’ committees represent the residents to the management and ensure that their living environment is warm, secure, and well-suited to their needs.  Practically, members listen to the needs and concerns of the residents and their families. They hold regular meetings and seek solutions when they observe a collective problem. If the concern is individual, the members can direct the resident to someone capable of helping them.
