Regional committee on the accessibility of health and social services to English-speaking people

Role and mandate

The Regional Committee for English Accessibility is mandated to advise the CIUSSS of Saguenay–Lac-Saint-Jean on the accessibility and provision of health and social services in English.

The committee is responsible for :

  • Providing its opinion on the Accessibility Program;
  • Evaluating this Accessibility Program and, if necessary, suggesting modifications;
  • Carrying out any other mandate entrusted to it by the Council of Administration or the President-Director General of the CIUSSS of Saguenay–Lac-Saint-Jean.

Composition

The committee is composed of seven members appointed by the Council of Administration of the Integrated University Health and Social Services Center (CIUSSS) of Saguenay–Lac‐Saint‐Jean to represent all English-speaking people, based on the following criteria :

  • The seven appointed members must demonstrate an understanding, knowledge, and experience regarding the cultural, historical, and linguistic issues of the English-speaking community, as well as the issues of this community concerning the provision of health and social services, the organization of the health and services network, and its governance;
  • At least one member must currently or previously practice their profession in a center operated by the CIUSSS of Saguenay–Lac-Saint-Jean as a professional, manager, or doctor;
  • At least one member must currently or previously practice their profession in the English-language education network in the region;
  • The vast majority of members of the regional committee must come from the English-speaking community and not from the health and social services network. These committees must be the voice of the community and their independence must be ensured.

The committee will also include a representative of the institution responsible for services in English or their delegate, who will act as secretary. This member exercises all rights and privileges provided to the committee, except the right to vote.

Operation

The committee holds at least two regular meetings per year, between April 1 and March 31. These meetings are held via videoconference. Extraordinary meetings may be added as needed.

A quorum is constituted by the majority of voting members in office (50%+1). However, in the absence of a quorum, the present members can hold a working session.

Members of the Regional Committee for English Accessibility sit in a personal capacity. They do not represent any organization or social or political group to avoid any conflict of interest.
