Research ethics committee

The Research and Ethics Committee of the CIUSSS of Saguenay–Lac-Saint-Jean is designated by the Minister of Health and Social Services under Article 21 of the Quebec Civil Code.

By this designation, the committee has the authority to approve research projects conducted with minors or incapacitated adults as well as research projects conducted with adults.

The mandate of the committee is to ensure the relevance and scientific validity of projects and to safeguard the dignity, safety, and well-being of research participants and ensure the respect of their rights. Consequently, it has the authority to evaluate, approve, modify, suspend, or refuse any research project within its jurisdiction that is not compliant.

The Research Ethics Committee is also responsible for the continuous monitoring, whether passive or active, of ongoing research projects.

Additionally, it can assist researchers in preparing their research projects.

The committee has full autonomy regarding the evaluation and monitoring of research projects.

The researcher responsible for the project submits it via the Nagano platform (only available in French). To do so, they must complete the appropriate from and attach all required documents.

Scientific and ethical evaluation

The project undergoes a scientific and ethical evaluation conducted by the committee.

The final approval by the Research Ethics Committee is sent to the person formally mandated as responsible for the project.

Institutional suitability evaluation

The research project is also subject to an evaluation of institutional suitability by the CIUSSS. This evaluation must at least cover the following aspects :

  1. the impact of the project’s implementation considering other ongoing research activities in the organization, particularly regarding the establishment’s concern to avoid over-solicitation of its users or the human resources of the organization;
  2. the availability of facilities, equipment, and human resources required by the project;
  3. the adequacy between the local research environment and the proposed project;
  4. the contractual and financial aspect of the project;
  5. the modalities of medication management, if applicable;
  6. the possibility of aligning the research project with the establishment’s orientations.

 

The final approval of institutional suitability is sent to the person formally mandated as responsible for the project.

Authorization of research projects by the person mandated as responsible for the research project

The person formally mandated to authorize a researcher to conduct a research project within the establishment or under its auspices fulfills their responsibility by verifying that the research project, whether single-centered or multi-centered, has undergone scientific, ethical, and institutional suitability evaluation, and that all these evaluations have yielded a positive result.

The person formally mandated to authorize the realization of a research project within the organization communicates their decision to authorize or not the implementation of this research project to the researcher who requested this authorization.

The researcher cannot begin a research project until the person formally mandated has given their written authorization.
