Regional committee on the accessibility of health and social services to English-speaking people

Role and mandate

The Regional Committee for the provision of health and social services in English (Regional Committee) has the mandate to give its opinion to the CIUSSS du Saguenay–Lac-Saint-Jean on the accessibility and delivery of health and social services in English.

The committee is responsible for:

  • Voicing opinions on the access program.
  • Evaluating the access program and, if necessary, suggesting modifications.
  • Carrying out any other mandate(s) that the board of directors or the president and the Direction of CIUSSS du Saguenay–Lac‐Saint‐Jean entrusts to the committee.

Composition

The committee is made up of seven members appointed by the board of directors of the Integrated University Health and Social Services Center (CIUSSS) of Saguenay–Lac‐Saint‐Jean to represent English‐speaking people, according to the following criteria:

  • The seven appointed members must demonstrate understanding, knowledge and experience relating to the cultural, historical, and linguistic issues of the English-speaking community, as well as the issues of this community regarding the provision of health services and social services, the organization of the health and social services network and its governance.
  • At least one member must practice or have already practiced their profession in a center operated by the CIUSSS du Saguenay–Lac‐Saint‐Jean as professionals, executives, or doctors.
  • At least one member must practice or have already exercised their profession in the region’s English-language education network.
  • The majority of members of regional committees must come from the English-speaking community, and not from the health and social services network (RSSS). These committees must be the voice of the community and their independence must be ensured.

The representative of the CIUSSS establishment responsible for English-language services or delegate will also be part of the committee and will act as secretary. This member exercises, in this capacity, all the rights, regulations and privileges provided to the committee, except for the right to vote.

Function

The committee holds at least two regular meetings per year, between April 1 and March 31. These meetings are held by videoconference. Special meetings can be added if needed.

The quorum consists of voting members in office (majority 50% + 1). However, in the absence of a quorum, the members present may hold a working session.

The members of the Regional Committee sit on the committee in a personal capacity. They do not in any way represent an organization or a social or political group, to avoid any conflict of interest.
